Frank obtained a Co-Educational Industry Education with CBI Industries while earning his Bachelor’s in Civil Engineering at Purdue University. He worked in the following departments: Research, Sales, Engineering, Manufacturing, and Construction. His key learning: every department is in a world of their own. Frank obtain a Bachelor’s and Master’s in Engineering from Purdue, both with distinction.
ER&E is a world class organization focused on the downstream sector of the energy industry (chemical plants and refineries). As an engineering in the Mechanical Group, Frank taught Mechanical Engineering courses around the world, was a panelist at a major ASME convention, and was published in Hydrocarbon Processing.
Frank worked in the General Office Worldwide Construction Department (constructing major onshore and offshore projects). Engineering accomplishments include understanding the need for and leading a major revision of all engineering specifications; developing the Black Book, the detailed design basis for major projects; and managing both technically complex and politically demanding projects.
Frank initiated and managed a worldwide benchmarking effort with Independent Project Analysis IPA. The purpose of the effort was to determine the Cost, Schedule, and Quality performance of the Construction Department. Frank used a Business Roundtable Report that highlighted the significant economic gains associated with Best-In-Class Performance. As expected, there were significant performance and cultural areas needing room for improvement.
Given the task of fixing the performance and cultural deficiencies, Frank directed numerous multi-department performance improvement teams. The-end-result was incredible. “We Started Out to Change the Performance of One Department. We ended Up Changing the Performance and Culture of the Entire Organization!”
Frank provided performance and change management consulting for work effort teams and organizations around the world. Work effort teams included: Management, Strategic, Commercial, Information Technology, Reservoir, Drilling, Construction, Operations, etcetera. Gains in performance, focus, and culture were significant. Based on worldwide benchmarking, major performance improvement efforts, and worldwide consulting, Frank created CSQ3®. Frank also received International recognition when he gave a presentation at the Second International Symposium on the Dynamics of Strategy, University of Surrey, U.K.
