About Me — Frank Koczwara

From Real-World Experience to Organizational Excellence

My career has been a journey of learning how organizations work—and, more importantly, how they can work better.

As an engineer, manager, and performance-improvement consultant, I saw firsthand that organizations can have talented people, strong technical capabilities, and substantial resources yet still fall short of their potential. Departments often focus on their individual objectives rather than working together to achieve the best overall results.

I became determined to understand how organizations could align their people, decisions, processes, and resources to achieve organizational excellence.

That journey ultimately led to the development of CSQ3® and my book, Achieving Organizational Excellence Is Easy.

My Engineering Foundation

I earned both my bachelor's and master's degrees in civil engineering with distinction from Purdue University.

Through Purdue's cooperative education program, I gained practical experience in research, engineering, manufacturing, and construction. Each area operated as a world of its own, and I began asking a question that would influence my entire career:

How can all the different parts of an organization work together toward a unified strategic direction?

After graduation, I joined Exxon Research and Engineering in New Jersey, working as an engineer in the downstream oil industry. My assignments included international travel, teaching engineering courses, and consulting on engineering problems. I also published a technical paper in Hydrocarbon Processing and participated as a panelist at a major ASME convention at the age of 26.

These experiences provided a strong technical foundation and introduced me to the challenges of applying knowledge across different disciplines and organizational environments.

Learning How to Improve Organizational Performance

My career subsequently took me to Amoco's upstream business, where I worked with multidisciplinary teams responsible for developing the facilities needed to produce energy around the world.

As a mechanical engineering manager, I led an effort to update engineering specifications by involving other engineering managers and their staffs. I also led the development of the “Black Book,” a set of documents designed to define the scope of Construction Department projects clearly.

These initiatives reinforced an important lesson: better results begin with clarity, collaboration, and a disciplined approach to defining and managing work.

I also recognized a broader organizational challenge. Strategic, commercial, reservoir, drilling, construction, and operations departments each had their own responsibilities. Yet when departments concentrated primarily on their own objectives, organizational performance suffered. When problems arose, it was often easier to blame another department than to address the system as a whole.

I wanted to change that dynamic.

Leading Worldwide Performance Improvement

With management approval, I led a worldwide benchmarking effort examining our past construction projects. The objective was to make the Construction Department best-in-class.

The benchmarking results demonstrated that there was significant room for improvement.

I subsequently directed performance-improvement teams addressing five key areas:

  • Process
  • Decision Analysis and Risk Management
  • Front-End Loading
  • Value Improving Practices
  • Operability

The resulting effort extended beyond individual projects. It helped change the culture and performance of the worldwide organization, empowering employees and generating substantial productivity gains.

My subsequent consulting assignments took me across a wide range of business challenges and international locations. They included project management improvement, strategic studies, energy development, operational strategy, commercial deals, refinery upgrades, major onshore and offshore projects, and organizational performance improvement.

This work reinforced my belief that the principles of organizational excellence are not limited to a single industry, department, or type of project.

Organizations achieve better results when people work toward shared objectives, make better decisions, focus on the right work, and understand how their efforts contribute to overall performance.

The Development of CSQ3®

The experience I gained through engineering, management, benchmarking, and worldwide consulting led to the development of CSQ3® Fundamentals.

I also co-authored a paper titled “Ideas to Reality,” presented at the Second International Conference on the Dynamics of Strategy at the University of Surrey. The paper examined business processes that help complex business systems work better for shareholders.

Together with my subsequent worldwide consulting work, these experiences contributed to the development of CSQ3® Optimum and CSQ3® Metrics.

I formed CSQ3 Corporation in 1999 to advance this work.

CSQ3 brings together a practical approach to organizational performance, connecting the way an organization changes, manages its work, measures results, and improves performance.

The CSQ3 methodology includes a 10,000-point organizational performance model and is intended to be applicable to organizations across different industries, sizes, and missions.

Its purpose is to help organizations move beyond isolated improvement initiatives and develop a more systematic understanding of how to achieve better overall results.

Why I Wrote Achieving Organizational Excellence Is Easy

I wrote Achieving Organizational Excellence Is Easy to make the principles behind CSQ3® accessible and useful to people who want to improve organizational performance.

The book is intended to be more than something to read. It can serve as a starting point for a practical organizational performance-improvement effort.

Readers can use its contents to begin examining how their organizations operate, identify opportunities for improvement, and develop a more systematic approach to achieving their objectives.

The goal is to help organizations ask better questions:

  • Are we working toward the right objectives?
  • Are our people and departments aligned?
  • Are we making high-quality decisions?
  • Are we focusing our resources on the work that matters most?
  • Are we measuring meaningful results?
  • Are we learning from our performance and continuously improving?

These questions apply whether an organization is a business, a government entity, a nonprofit, or another type of organization.
